No idea what health board does

Apart from making a welcome monthly appearance in my bank account, I have no idea what the health board does.

Board members’ overt presence in the hospital is lacking.

When Mr Chittick became chief executive he made a point of visiting each department and completing his work experience badges. At Christmas he helps out in the servery dishing up festive food for staff and visitors. He even visits the hospital on Christmas Day.

If health boards were merged would there be any visible difference? If something which is invisible is enveloped does that make it visible?

Maybe going about things unnoticed is the whole point but who knows?
