Letters / Tough luck?

The comment from Royal Mail about the continued poor service in Shetland reported on Friday reads as follows:

In response a spokesperson for Royal Mail said recruitment and retention in Shetland remain challenging due to “limited affordable housing and low unemployment”.  

Politicians ready to ‘turn up the heat’ on Royal Mail

Am I alone in reading this as: “There are not enough abjectly poor people in Shetland for us to be able to recruit people at minimum wage and on the terms and conditions we can impose on other desperate people elsewhere. Tough luck: it serves you right for not being a third word exploitable economy”?
