Application lottery

Just typical of this day and age of fuel poverty that protection of the vulnerable in emergencies becomes an application lottery (Winter weather fund; SN, 14/07/2015).

In this case it looks like ‘community’ groups even have to be formed to qualify – what hoops will they have to jump through?

All this should be provided for free as and when needed – and, old dinosaur that I am, if the utilities were nationalised as they were and should be, that’s what would happen I believe.
