Business Improvement District Management Contract – Term Four

Living Lerwick Ltd is a not for profit company limited by guarantee, established to deliver the activities of a Business Improvement District in Lerwick  town centre. The BID was established in 2012, and renewed in 2017, 2021 and recently in August 2026 for a further five-year term with an 81.8% majority of the member ballot.

BIDs are governed by the Planning (Scotland) Act 2006 and associated orders. Full details are available on the Scotland’s Improvement Districts website, the Living Lerwick website and the 2026-2031 Business Plan, provided with the tender pack and available on the website.

Requirements

The current BID Management team are stepping down in October 2026 and the organisation is currently inviting tenders from individuals (working on a self employed basis) or organisations with suitable skills and experience to deliver the objectives of the five year business plan.

This is a flexible post with no set working hours and the contract holder will be required to manage their own time and priorities, based on delivery of the business plan, guidance from the board of directors and in line with set budgets.

Core funding for the provision of BID services is raised through the collection of levy fees from the member businesses. Levy is collected by the local authority and billed annually.

Additional funding will be required for the delivery of specialist projects and to supplement the levy income. The contractor will be required to identify and secure additional funds and this provides opportunity to increase the contract value, with project management costs to be included in any funding application for additional service delivery.

Nomination of Directors

Living Lerwick are also inviting town centre businesses who are part of the BID to nominate individuals to join the Board of Directors. The Board meets quarterly and supports the BID Manager in the delivery of the Business Plan activities, bringing ideas and inspiration to help promote and celebrate Lerwick town centre. This is an unpaid, but rewarding role, providing an opportunity to make a real difference.
