Forvik-type policies

Tavish Scott and the Earl of Caithness have peaked far too soon with their Forvik-type constitutional policies for Orkney and Shetland. 

Since neither of them has breathed a word about these ideas during the past ten years, they will find it impossible to sustain discussion about them up until 2014.
